Can a person’s ‘address of record’ be identified after his IP address was found? That is, could the authorities find out where you live by your IP address on your computer?

definitely yes. But government security people(police) only can get those details from your internet service provider

Yes they can……..its called an IP ADRESS. Like houses have adresses so do Computers allowing Authorities to track criminals and so on. Every computer has a different IP address.

Every box has a unique IP DNS/MAC address that if you ever look at or study GPS, it is fairly easy to figure out. Is done with cell phones every day. same principle , but that uses a more localized triangulation.
