Can I get my ISP (RoadRunner) to issure me a dynamic IP instead of a static IP? Do I just call them and tell them.

Also I heard dynamic IPs are bad for Bit Torrents, is this true?

i dunno, sometimes your IP adress change all the time. but if you want a more accurate telling of your ip address, click start on your taskbar, then go to RUN, a window will appear then type in "cmd". then another window will appear which is the command prompt. you type in "ipconfig" then you will be able to see your own ip address together with default gateway etc..

I did some research and on my ISP's website they claim I have a dynamic IP but when I follow the exact steps in this video I wait 3 minutes and my ip doesn't renew. Also I have Firmware Version v1.02.2, Jun. 7, 2007. The connect/disconnect buttons are replaced with "DCHP release/renew".

They are always 100 percent accurate, but I'm sure your wondering why they show up differently on different sites. Likely your service provider connects you with "static ips" meaning they change often.
